I just noticed that the Budget Type codelist page (http://iatistandard.org/203/codelists/BudgetType/) provides an erroneous definition/description of this element; Budget Type has nothing to do with the DAC.
The schema itself is fine, and defines Budget Type as: “Whether this is the original budget (prepared when the original commitment was made) or has subsequently been revised.”
