[Added] Updated URL for the Humanitarian Plan Codelist

Following a request from the IATI community FTS OCHA have confirmed a more user friendly version of the Humanitarian Plan codelist. This codelist is aligned with the original xml source code. As this change is backwards compatible it will be added to the Humanitarian Scope Vocabulary.

Thanks a million. As much as I’m slowly learning to look at XML data, it is always preferable to have a more “user friendly” way of reading the lists.
