[Added] Update Country codelist to use ISO 3166 lower case short names

This updates the Country codelist to use lower case short names instead of upper case short names. Some more details in this github issue.

Are you saying that the standard is going to change from using the 2-digit to the 3-digit ISO codes for countries? Or will it be an additional options?

@Michelle_IOM There are no changes to the ISO codes. IATI is still using the 2-digit ISO 3166 codes. @andylolz has submitted a request to change the country names from upper case to lower case for consistency with other IATI codelists. For instance, changing the country name from ‘AFGHANISTAN’ to ‘Afghanistan’.

Whew. As we use an SAP delivered table to generate our country code list I was really hoping we weren’t going to run into an issue where we might need to maintain a new table in the system.
