[Added] New Organisaton Identifier XI-IATI-MIF

The Multilateral Investment Fund (MIF) is an independent fund administered by the Inter-American Development Bank (IDB) and would shortly be publishing to IATI separate to IDB. As such, a unique IATI Organisation identifier is required. The ‘XM-DAC’ list was not deemed to appropriately reflect the organisational structure of IDB and MIF. The following request was reviewed by org-id.guide for most appropriate identifier and concluded that XI-IATI identifier is to be considered as the option of last resort.

If no objection has been received the XI-IATI will be added within a week.

Canada agrees that it would make sense for MIF to have its own Organization Identifier.

However, it would make much more sense to have a separate DAC channel code. This would help maintain the alignment between data reported to the DAC and that published under IATI.

Has the DAC been approached to request the creation of a separate channel code for IMF?

@erinbautista informed us that she has been in touch with the OECD DAC over the years regarding the issues with the current codes for IDB and will be raising this again in the context of this discussion.

For now, we would proceed with creating the XI-IATI-MIF code.

It looks as though XM-DAC-909-5 (MIF) exists as of the DAC update on 14 June.

@IATI-techteam, since there is a DAC identifier for MIF, Canada believes the creation of XI-IATI-MIF should be cancelled. The DAC identifier is the best solution, and going ahead with the creation of a XI-IATI one can only lead to confusion.

@IATI-techteam, can you confirm that the creation of XI-IATI-MIF was cancelled following the creation of XM-DAC-909-5?

@andylolz thank you for spotting the addition. Since your post I have been in touch with the OECD DAC to understand the differences in the new additions (as of June 2018) under the ‘Agency’ tab and the ‘Channel tab’ for the same organisations. While from a DAC CRS perspective there are sensible difference, there is currently duplication in identifiers for other institutions between the two tabs. I have also been in touch with @TimDavies from org-id.guide to discuss the changes in the list and what guidance organisations should be provided with when using the XM-DAC list- also response in here.

In the meantime, I am in conversation with @erinbautista and Natalia from the Multilateral Investment Fund to confirm the suggested change in identifier prior to publishing to IATI. I have changed the status of this post to ‘On-hold’ to reflect our discussions.

Following conversation with the Inter-American Development Bank and @erinbautista , the IATI tech team advises that the proposal for the creation of XI-IATI-MIF identifier is approved. The reasons are listed below:

Reference to OECD DAC codelist last updated on 6th of July.

  1. The ‘Channel code’ tab of the DAC codelist spreadsheet that has been used by other organisations does not correctly reflect the structure of the Multilateral Investment Fund and cannot be used.

  2. As of 14th of June, new codes have been added for the Multilateral Investment Fund to the ‘Agency’ tab of the DAC codelist spreadsheet. However, there is no unique code for MIF and no reference for what the differences between the two codes are (see screenshot below).

    From the Inter-American Development Bank’s perspective the entire IDB/IDB special fund code list looks quite confusing and requires adjustments to better match how they do business. Given that the plan is for the MIF to publish to IATI within the next few weeks, the IATI technical team would like to approve the proposed XI-IATI-MIF code.

In the long term two additional actions will take place:

  1. IATI tech team will have a meeting with org-id.guide in mid-August where we will discuss the current issues and follow-up with the DAC from the perspective of creating a unique IATI organisations identifier using the DAC codelist.
  2. The Inter-American Development Bank @erinbautista would separately discuss with the DAC the duplication of codes for their organisation in the DAC codelist.
