[Added] Mark Netherland Antilles (AN) as withdrawn in Country codelist

I created a pull request for this back in June, but a discuss post wasn’t created, which is possibly why it wasn’t actioned.

Netherland Antilles (AN) is no longer part of the ISO 3166 list of country codes, so it should be marked as status="withdrawn" in the IATI non-embedded Country codelist.

How could we achieve greater interoperability between IATI and the DAC?

The IATI tech team have now reviewed and accepted this request. We expect changes to be implemented this week.
